The City of Avoca, Iowa, will begin full enforcement of its Noise Camera Program in October 2025, targeting semi-trucks and other vehicles using engine compression (Jake) brakes along Highway 59.
Following a spring pilot project that recorded 183 violations from 83 vehicles, about 44% of which were repeat offenders and nearly one-third linked to just five individuals, city officials determined more consistent enforcement was needed.
Avoca’s program uses technology supplied by Intelligent Instruments with backend support from Sitestream. Calibrated microphones and high-resolution cameras will detect violations exceeding the city’s noise ordinance; staff will review footage and send citations by mail to vehicle owners. “Photo Enforced” signage will mark the areas under surveillance.
The project cost for the first camera and its installation was approximately US$50,000
The program does not expand the existing noise ordinance, but rather offers an additional enforcement mechanism intended to reduce disruptions caused by a small number of habitual offenders.
