Hawai‘i Launches Pilot Program with Noise Detection Cameras on Oʻahu

The Hawai‘i Department of Transportation (HDOT) has begun a two-year pilot program to collect data on vehicle noise across Oʻahu. Ten high-resolution noise detection cameras will be installed by January 2026 at sites selected based on complaints to the Honolulu Police Department. The first camera was placed at the H-3 Freeway at Halekōu Interchange on September 15, 2025, with a second following on Ala Moana Boulevard near Kalia Road.

Under the project’s Request for Proposals (Solicitation #MTRB-2023-02), the winning contractor will provide the cameras, install and maintain them, manage the data and infrastructure, monitor the system, and report findings. Vendors involved in the proposal stage include Verra Mobility (also known as Redflex Traffic) among others.

HDOT will prepare monthly reports showing how many events exceed 90 decibels, the types of vehicles involved, and whether engine, muffler or other components contribute to noise. No enforcement actions or fines will be issued during the pilot.

The program was authorized under Act 63, passed in June 2023, which requires HDOT to implement such a pilot in any county with over 500,000 people and to report findings to the state legislature.
