João Pessoa, the capital of Paraíba, is making significant strides toward becoming Brazil’s first city with full smart technology coverage by December 2025. The initiative is part of the Smart City project, a partnership between João Pessoa City Hall and the Technological Innovation Agency (Inovatec-JP), designed to integrate security, urban mobility, and energy efficiency.
At the heart of the project are 3,000 high-resolution surveillance cameras equipped with facial and license plate recognition, currently being installed across the city. These are housed in smart totems, already visible in areas such as Parque Solon de Lucena. The deployment is paired with 43,000 smart LED lighting points that feature motion sensors and remote activation capabilities, targeting increased public safety and reduced energy consumption.
As of now, 106 cameras and 1,009 smart lights are operational, concentrated primarily in central João Pessoa.
Implementation is led by the Consórcio Smart Jampa, a consortium selected through a public bidding process. It is composed of:
Brasiluz Eletrificação e Eletrônica Ltda
These companies are responsible for delivering the infrastructure and ongoing technical support over the life cycle of the project.
All installed technology feeds into the new Smart City monitoring center, located in João Pessoa’s city center. This center brings together multiple municipal agencies:
Semusb (Urban Security and Citizenship)
Seinfra (Infrastructure)
Semob-JP (Urban Mobility)
Compdec-JP (Civil Defense and Protection)
Metropolitan Civil Guard, which oversees live surveillance
The integrated system includes automated traffic lights, 5G-enabled smart poles, environmental sensors, and a centralized AI platform, SentinelX, which processes real-time data for predictive reporting and decision-making.
The project, also operating under the Smart Jampa brand, will cover various strategic urban zones:
Historic Center – architectural lighting and continuous surveillance
Tambaú and Cabo Branco coastlines – coastal monitoring and lighting
Beaches – motion-sensor cameras with night vision for tourist safety
Parks and green spaces – expanded lighting and environmental sensors
The rollout is structured in two phases:
Phase 1 (6 months) – infrastructure installation, fiber optics, and operations center setup
Phase 2 (114 months / ~9.5 years) – long-term network maintenance and management
According to Edvaldo Vasconcelos, CEO of Inovatec-JP, this is the largest smart infrastructure initiative undertaken by the agency and is intended to position João Pessoa as a national reference in smart urban transformation.
