Milton Keynes Upgrades Traffic Signals with TRL’s SCOOT-Powered UTC System

Milton Keynes City Council has approved the deployment of TRL Software’s Urban Traffic Control (UTC) system, powered by the SCOOT (Split Cycle Offset Optimisation Technique) technology, across its signal-controlled junctions.

The project forms part of the Council’s Traffic Signals Network Improvement Programme for 2025-26. It includes upgrading three remaining junctions in Central Milton Keynes that currently lack compatible hardware. These upgrades, budgeted at about £700,000, are financed through developer contributions (S106 monies).

TRL Software will supply the SCOOT-based optimisation software and specialist support via the TTAS procurement framework. Funding for the software purchase is included in the capital programme, and no additional revenue costs are expected.

Once fully operational, the system should enable real-time adjustment of signal timings at junctions, helping to reduce congestion, improve journey times, and lower vehicle emissions. The upgrades also aim to support future expansion, including integration with connected and autonomous vehicles.
