The Modena City Council has approved new guidelines to launch a public tender for the management of Modena’s public lighting and traffic light services. This initiative follows a court decision last year that annulled previous service contracts awarded to Hera Luce Srl, citing procedural issues linked to service extensions from a contract dating back to 1997. The new tender, expected to be launched by early 2025, marks a strategic shift towards sustainability and technological innovation.

The necessity for a new tender stems from a ruling by the Regional Administrative Court of Emilia-Romagna, upheld by the Council of State, which annulled previous service contracts. The court deemed these extensions to be invalid, necessitating a fresh competitive tender. Compliance with this ruling has been closely monitored, with the court acknowledging the Municipality’s efforts to fulfill procedural requirements.
The Municipal Administration aims to transition to an energy performance contract, improving service quality and reducing costs. The public tender will cover comprehensive management of public lighting, including approximately 28,590 supports, 32,500 devices, and 6,824 traffic light optics. The Municipality, with consultancy from Nomisma Spa, continues to evaluate the reimbursement due to Hera Luce for past investments.
