Segovia Deploys Low-Emission Zone Platform With Orange To Accelerate Its Smart-City Transition

The city of Segovia in Spain, has taken a decisive step in modernizing its urban mobility system with the rollout of its new Low-Emission Zone (ZBE), supported by a full digital monitoring and connectivity platform delivered by Orange (Grupo MasOrange). The contract for the system’s deployment and long-term operation was officially awarded to the operator on 3 December 2025, following municipal efforts to implement emission-control measures in line with Spain’s national climate legislation.

The ZBE covers Segovia’s historic walled center and is a core measure designed to cut traffic-related pollution, protect heritage areas, and provide authorities with real-time visibility over environmental and mobility conditions. The initiative is co-funded through Spain’s Plan de Recuperación, Transformación y Resiliencia (PRTR) with NextGeneration EU funds.

How Segovia’s New ZBE System Works

To support city operations, Orange, working with Innovasur, has deployed a multipoint digital infrastructure that integrates mobility enforcement with environmental intelligence:

  • Traffic-control and license-plate recognition cameras enable automated access checks and help enforce the ZBE ordinance.

  • Environmental monitoring sensors, linked directly to the city’s Local Police, track emissions and air-quality indicators.

  • Edge-computing modules with AI analyze data locally, reducing latency and accelerating incident response.

  • Digital information panels provide residents and visitors with real-time air-quality updates and mobility notices.

  • A dedicated communications network and central control hub ensure that data from all endpoints flows reliably into the city’s command center.

Orange and Innovasur are responsible not only for deployment but also for proactive management and continuous maintenance, including system monitoring and incident resolution.

Segovia’s Roadmap to Cleaner, Data-Driven Mobility

The ZBE derives from Spain’s Ley 7/2021 de Cambio Climático, which mandates low-emission zones in cities over 50,000 residents. Segovia approved its ordinance in 2024, defining the restricted perimeter around its historic core. (Ayuntamiento de Segovia)

Momentum toward the activation of the zone accelerated in 2025, with Orange’s award on 3 December 2025 marking the formal start of full operationalization of the intelligent monitoring system.

The platform gives Segovia real-time situational awareness across traffic patterns, air-quality trends, and access compliance. It also enables automation—such as rule-based alerts and predictive analytics—intended to support municipal operations and improve the city’s sustainability indicators over time.
