The Western Australian government has awarded a A$73.7 million contract to Jacobs Solutions to build the core spatial digital twin platform underpinning the state’s new Spatial WA initiative. The platform will allow government agencies to visualise built and natural environments, analyse spatial data, model future scenarios, and support decision making across infrastructure, emergency response, land management and approvals workflows.
Spatial WA is a ten-year program with a total budget of A$140 million, funded via the state’s Digital Capability Fund and managed by the WA Land Information Authority, Landgate. The program comprises two main technological components: the spatial digital twin and a Next Generation Spatial Cadastre (NGSC) system designed to replace cadastral maps with 3D/4D models.
Jacobs is responsible only for the digital twin component; a separate procurement process is still underway for the NGSC. In addition to platform development, the government plans to spend approximately A$39.4 million over 15 years on third-party software licenses and hosting infrastructure.
The initial rollout will focus on four priority use cases: infrastructure and asset management, digital approval workflows, land boundaries, and emergency exposure modelling, before expanding further across public and private sectors.
