The Southeastern Public Service Authority (SPSA) has approved a 20-year contract with Commonwealth Sortation LLC, an affiliate of AMP Robotics Corporation, to deploy AI-enabled sorting and infrastructure upgrades across its eight member jurisdictions in Hampton Roads.
Under the agreement, valued at US$200 million, the partner will be responsible for installation, operation and maintenance of advanced waste-sorting systems, while SPSA oversees waste-processing operations and funds its portion through waste-processing fees.
As part of the new “Alternative Waste Disposal” model, the system is designed to divert 50 % of the incoming waste stream from the landfill: 20 % through recyclables (plastics, metals) and 30 % through organics (food and yard waste). SPSA currently diverts about 7 % of its waste and intends to guarantee a minimum 20 % recycling rate under the new contract.
The rollout builds on a pilot facility in Portsmouth that processed about 30,000–40,000 tons annually with more than 90 % uptime, with capacity of up to 150 tons per day using AI/robotics sorting.
Without the new system, the SPSA’s “Regional Landfill”, which currently serves the region, was projected to reach capacity by 2060. The alternative waste disposal arrangement is expected to extend that capacity into the end of the century.
The agreement enters a phased ramp-up over the next five years and may involve changes in curbside collection practices (including possible consolidation of bins) while backend processing infrastructure transitions.
