Supply contract, divided into two lots, for the implementation of sensor systems.
The Alcaldía del Ayuntamiento de Torre Pacheco is tendering a supply contract, split into two lots, to deploy sensor systems under the ERDF/SmartRegion-funded programme. Lot 1 ('HeatSeeker') covers four environmental monitoring stations to identify urban heat islands, while Lot 2 ('Pacheco Tracker') covers four WiFi/Bluetooth people-counting devices to monitor tourist and pedestrian flows. The contract includes supply, installation, configuration, connectivity, commissioning and integration with the regional SmartRegion platform and the municipal platform.
Scope of work
- Supply, installation, configuration and commissioning of sensor-platform systems, including connectivity, integration with the SmartRegion platform and the existing municipal platform, and required publicity actions.
- Lot 1 – 'HeatSeeker: monitorización de islas de calor en Torre Pacheco': supply and install four (4) environmental monitoring devices measuring air temperature, relative humidity, PAR solar radiation and non-contact surface temperature; the technical file also calls for wind speed/direction and atmospheric pressure, and optionally precipitation, UV index and soil temperature. Devices must have 4G connectivity, solar-panel/battery power and remote configuration.
- Lot 2 – 'Pacheco Tracker: monitorización inteligente de flujos turísticos': supply and install four (4) people-counting devices (type 'Smart Spot Crowd' or equivalent) at IFEPA, Mar Menor Golf Resort, La Torre Golf Resort and Santa Rosalía Resort, using WiFi/Bluetooth detection technologies and including an AI/data-analytics module.
- Each lot includes integration with the SmartRegion platform through standard information-exchange protocols and full functional integration with the municipal platform.
- Execution period is six weeks, non-extendable.
Key requirements
- Bidders must be pre-registered in ROLECE and declare that no changes have occurred in the registered data (capacidad de obrar).
- Economic/financial solvency: hold professional-risk insurance covering at least the estimated contract value, or provide a binding commitment to take out such insurance within 10 working days of award; ROLECE registration can also accredit solvency.
- Technical solvency: describe technical staff/units, facilities, quality measures and provide samples/photos of products; companies less than 5 years old may accredit through technical personnel. Certificates requested (or similar): ISO 14001:2015, UNE 178104:2017, ISO 27001:2013 and IEEE 2510.
- Bidders may bid for one or both lots; a single bidder may be awarded up to two lots.
- All devices must offer at least 4G connectivity, solar-panel and battery power, resistance to solar radiation/humidity/adverse weather, automatic data transmission to SmartRegion via standard protocols, remote configuration/updates, equipment status/battery monitoring and full integration with the municipal platform.
- Lot 2 devices must be based on WiFi/Bluetooth monitoring technologies and comply with personal data protection/privacy legislation; they must include an AI-based data analytics module.
- Bids must be submitted electronically through PLACSP by 17/09/2026 23:59.

Procedure: open simplified procedure, ordinary processing, not subject to harmonised regulation; tenders must be submitted electronically via PLACSP; no electronic auction. The contract is 100% financed by the ERDF under the SmartRegion aid programme, so the successful bidder must follow fund communication/publicity and anti-fraud (DACI) requirements. Award criteria: price up to 20 points; improvements up to 65 points; experience up to 15 points; tie-break social criteria apply. Special execution conditions include at least 30% indefinite-contract staff, waste recycling obligations and e-ordering/e-invoicing/e-payment. There is a discrepancy in the stated estimated value: the notice lists €99,173.56 while the Memoria Justificativa gives €24,793.39 net per lot (€49,586.78 total).
