LK - Urban Data Platform Smart City 2027

The Landkreis Hameln-Pyrmont (procured via Stadt Hameln central procurement office) is tendering the continuation of its Urban Data Platform (Urbane Datenplattform, UDP) for the period 01.01.2027 to 30.06.2028. A contractor must rebuild the existing platform infrastructure and implement the described use cases (county app, LoRaWAN/NB-IoT sensor data management, Open Data portal, GIS data, social monitoring, specialist controlling, health data) during 2027/28. The platform must be fully open source, hosted in Germany, and aligned with DIN SPEC 91357. Operation from 07/2028 is NOT part of this tender, but an indicative cost estimate for it must be submitted.

Scope of work

• Continuation/rebuild of the existing Urban Data Platform (UDP) for 01.01.2027–30.06.2028
• Implementation of use cases: county app connection, LoRaWAN/NB-IoT sensor data management, Open Data portal (CKAN), county GIS data, social monitoring, specialist controlling, health data
• Provision of a data and service platform with user/role management, multi-tenancy, data catalogue, data management and data usage functions
• Operation services per ITIL (incident, request, problem, access, event/alert, operations, service desk, application management)
• Training for data trustee, data quality manager, administrator, data engineer and data providers
• Submission of a non-binding cost estimate for operation from 07/2028 (not part of this tender)

Key requirements

• Fully open source platform, published at latest at provision, licence at least AGPL
• Data storage on infrastructure within Germany, encrypted; data centre ISO 27001 certified
• Compliance with DIN SPEC 91357:2017-12 (Open Urban Platform reference architecture); relevant standards OASC MIMS, NGSI-LD, CEF Building Block Context Broker
• Metadata per DCAT-AP.de; interface documentation via OpenAPI; authentication via OpenID, oAuth2, SAML; authorisation via OAuth2.0
• BSI TR-03187 protection level 1; BSI C5 cloud requirements; ISMS oriented to ISO 27001; IT security officer required
• Accessibility at least BITV 2.0; usability per ISO 9241-11 / 9241-110
• Real-time data with max 50 ms delay; daily backups; data export in market-standard format
• Mandatory documents: signed 'Eignungserklärung UDP', signed 'Anforderungen an open source Projekte', completed 'Bewertungsmatrix und Anforderungen.xlsx' (system overview, technical requirements, project/risk management, cost plan, eligibility matrix, reference contacts)
• Minimum 3 published large open source projects and 5 small open source projects with documentation on GitHub/GitLab/Open Code
• Proven experience in own operation/own infrastructure of urban data platforms, Open Data, LoRaWAN infrastructure and Kubernetes (no SaaS)
• 4 reference projects (data platform implementation, data-operating services, IoT device integration, platform operation), each completed within last 3 years
• Eligibility: exclusion grounds §§123/124 GWB declarations, professional/insurance declarations, minimum staffing and experience thresholds per eligibility matrix

Bids only electronically via the procurement platform (AI BIETERCOCKPIT); paper, e-mail or fax bids are excluded. Bid binding period ends 18.01.2027. No side offers (Nebenangebote) permitted. Award criteria: implementation time of platform build 20%, price for build 40%, price for operation 40%. A 25,000.00 EUR further-development budget for preparing operation from 07/2028 is to be included in the cost plan. Security deposit may be required if contract sum ≥ 50,000 EUR excl. VAT. NTVergG (Lower Saxony minimum wage/tariff loyalty law) applies; minimum wage 12.82 EUR from 01.01.2025, 13.90 EUR from 01.01.2026.
