Adaptive lighting for inclusive cities: the CICAT, LUCI and TALQ panel

How does street lighting affect the feeling of safety, support inclusion and serve residents of every age? That was the question of the panel organised by the LUCI Association, CICAT and the TALQ Consortium in Barcelona on 2 November 2026, the day before Smart City Expo World Congress.

Our very own Christophe Orceau (representing TALQ Consortium) moderated, with Sara Ortiz Escalante (Col·lectiu Punt 6), Sebastian Lindhorst (City of Leipzig) and Magnus Ekelund (City of Gothenburg).

Kurrant spoke with each of them after the panel.

1
How does street lighting impact the
feeling of safety, boost inclusivity,

2
and support residents big and small?

3
That was the question the panel
organized by LUCI Association, CICAT,

4
and the TALQ Consortium
was looking to answer.

5
The event was moderated by Christophe
Orceau from the TALQ Consortium, and

6
had Sara Ortiz from Col·lectiu Punt 6,
Sebastian Lindhorst from the City of

7
Leipzig, and Magnus Ekelund
from the City of Gothenburg.

8
But in terms of lighting, that we have
cities, the lighting has been focused

9
on roads and cars,

10
that they have lights, but not on the

11
infrastructures where
people walk, cycle.

12
We saw that we have very good lighting
of the car roads, but there are many

13
paths which are not lighted
or only barely lighted.

14
And we saw that this is quite like
a barrier for people, for women, for

15
young people, or even old people.

16
So So last month we switched off the
first lighting infrastructure on car

17
roads. We really switched it off,
not dimming, just switching it off.

18
Even harder is to bring light to new
places, and if you bring light to new

19
places, you bring
people to new places.

20
I see a lot of people who are walking
there or even sitting there and

21
enjoying the late daytime or
nighttime, and for me it's a sign that

22
they feel safe, because if
not, they won't be there.

23
It should be

24
totally off for bats.
They don't like light.

25
So it's easy, but it must be safe for
the people who are going out with the

26
dogs in the night. It's
much easier to maintain

27
the luminaires and
what we have standards.

28
So one of the key takeaways that I get
after this panel is clearly the great

29
cooperation between these
three organizations.

30
Two international, TALQ and LUCI,
and CICAT, the local organization for

31
illumination in Catalonia.

32
A key takeaway from this panel is
that lighting is all about context.

33
It means different things to different
people, which is what makes it so

34
complex to plan and where smart
solutions or digitalization can help.
