Supply and installation of smart sensors for the Smart City Re-crea.

The City of Cartagena (Murcia, Spain) is tendering for the supply and installation of smart sensors for its 'Smart City Re-crea' project, funded by the EU ERDF/FEDER programme. The sensors will provide environmental, meteorological and pedestrian-count data in the northern neighbourhoods of Cartagena to support sustainable urban mobility. The contract is a 6-month supply contract with a base budget of €130,258.92 (incl. VAT), awarded by open procedure.

Scope of work

• Supply and installation of smart sensors for the Smart City Re-crea project.
• Sensors to provide precise information on environmental conditions, meteorological conditions and pedestrian counts (aforos peatonales).
• Deployment within the urban intervention area: the northern neighbourhoods of Cartagena (Los Barreros, Vereda de San Félix, Barrio Peral, Barriada Cuatro Santos, Ciudad Jardín, San Antón, Urbanización Mediterráneo and San Antón) plus connection zones to the rest of the municipality.
• Purpose: support sustainable, cross-neighbourhood urban mobility and improve public services through smart-city data.
• Contract is a single functional unit, not divided into lots.

Key requirements

• Legal capacity: registration in the corresponding public registry (deed of incorporation, statutes or founding act).
• Technical/professional solvency: list of principal supplies of the same or similar nature carried out in the last three years.
• Economic/financial solvency: annual turnover over the last three available financial years at least equal to the amount required in the contract documents.
• Definitive guarantee: 5% of the contract price.
• Special execution condition (social): at least one worker assigned to the contract must be under 30 years old and in their first job or on a training contract.
• Electronic invoice accepted; electronic submission of offers via PLACSP.
• No electronic auction; no electronic ordering or electronic payment.
• Offer validity: 3 months.
