The Regional Transportation Council, the policy body for the 12-county Dallas-Fort Worth metropolitan planning organization, approved $11,243,400 on August 13, 2026 for nine intelligent transportation projects sponsored by ten North Texas cities. The award closes the first cycle of the Technology Project Identification framework run by the North Central Texas Council of Governments, and covers emergency vehicle preemption, LiDAR detection, rail crossing prediction and corridor safety analytics. Implementation is scheduled to begin in 2027, with participating cities retaining responsibility for maintaining the installed equipment.
The Award Ran $2.5 Million Over Its Own Budget Before Anyone Bought Hardware
NCTCOG opened the call with $8.7 million in Surface Transportation Block Grant funds already programmed. Staff recommended adding $2,543,400 in further STBG money so the full ranked list could be funded rather than truncated at the budget line.
That is a 29 percent overrun against the advertised pot, decided at the point of award rather than during delivery. It signals that the scored submissions clustered tightly enough that cutting the bottom four projects would have removed the entire western subregion allocation above Southlake.
Nine Projects, Two Emphasis Areas, And Three That Attracted Nothing
NCTCOG advertised five emphasis areas: roadway safety technologies, next-generation traffic signals, food desert elimination, delivery bots and drones, and autonomous shuttles. Every funded project falls into the first two.
Frisco ($1.9 million), McKinney ($1.2 million) and Allen ($1.07 million) each scored 78 for next-generation regional emergency vehicle preemption. DeSoto, Duncanville and Cedar Hill submitted jointly as the Best Southwest cities and scored 75 for a combined $1,964,400 preemption and priority project.
Denton received $800,000 for a context-aware traffic calming deployment on high-injury network segments under its Vision Zero programme. In the western subregion, Arlington took $980,000 for rail crossing detection and $950,000 for intersection safety analytics, Fort Worth $2,129,000 for the East Berry Street corridor between Interstate 35W and Miller Avenue, and Southlake $250,000 for LiDAR-based intersection detection.
The absence of any funded drone, delivery robot or autonomous shuttle concept is the more telling result. Agencies with capital constraints and a Technology Readiness Level 6 to 9 eligibility bar defaulted to hardware categories their signal shops already operate.
Preemption Across City Lines Is The Harder Engineering Problem
Four of the nine awards fund emergency vehicle preemption, and the stated design intent is that a priority request follows the responding unit across jurisdictional boundaries. That requires common message formats, agreed vehicle authorisation and coordinated recovery behaviour between separately procured signal systems.
Comparable deployments give a cost frame. The Texas Department of Transportation systems management procedures put emergency vehicle preemption at roughly $4,000 per signal in capital cost with about $250 per signal in annual operations and maintenance, meaning the four preemption awards imply coverage well into the hundreds of intersections if procured at conventional unit rates.
Benchmarks Suggest Response Time Gains, Not Congestion Relief
Evaluation evidence collected by the U.S. Department of Transportation found that a Houston preemption deployment cut emergency vehicle travel time by 16 to 23 percent across two fire districts. A more recent Seminole County, Florida upgrade using connected vehicle messaging improved average response times by around 90 seconds at a system cost of $1,384,473.
Those figures matter because the North Texas programme is being framed publicly as a congestion measure. Preemption reliably improves response times; the general traffic benefit is indirect, arising from fewer intersection conflicts and shorter blockages rather than from added capacity.
Funding Mechanics Break The Region’s Standard East-West Split
NCTCOG normally distributes this category on a 69 percent eastern, 31 percent western basis. The approved list lands at $6,934,400 east (62 percent) and $4,309,000 west (38 percent), driven by Fort Worth’s and Arlington’s larger requests.
Staff noted the imbalance will be recorded in the region’s West/East equity tracking, meaning the western subregion effectively borrowed against future cycles. Local match is being met with Category 2 Transportation Development Credits rather than cash, so participating cities contribute no local dollars at the programming stage.
Scoring weighted innovation and community benefit at 50 percent, the case for regional investment and transferability at 40 percent, and public or private sector partnership at 10 percent. Transferability carrying four times the weight of partnership explains why replicable preemption architectures outscored one-off corridor treatments.
Vendor Exposure Remains Open Until Regional Procurement Starts
Only one supplier is named in the approved project list. Arlington’s rail crossing award identifies TRAINFO, a Winnipeg-based firm whose acoustic sensors sit off railroad property and predict crossing blockages ahead of a train’s arrival, feeding traffic management and computer-aided dispatch systems through APIs.
The remaining awards describe capability rather than product, and NCTCOG’s stated next step is a regional procurement following scope refinement and TIP and STIP amendments. That leaves detection, controller and preemption vendors competing for the bulk of the money.
Regional context is available in the NCTCOG traffic signal minimum standards work, which counted 6,805 signalized intersections across the ten-county survey area. Against that base, $11.2 million is a pilot-scale intervention rather than a network programme.
The Award Sits Inside A Fast-Growing Adaptive Signal Market
Comparable North American procurements are running larger. Kurrant reported that Maricopa County is securing a 750-intersection V2X network in the Phoenix area with role-based whitelisting to control which vehicle classes may request priority, an authorisation problem North Texas will face once preemption crosses city lines.
The wider market is expanding quickly. Kurrant’s analysis of Bangkok’s adaptive signal rollout cited The Insight Partners valuing the global adaptive traffic control system market at roughly $7 billion in 2025 and projecting $23 billion by 2030.
The Regional Transportation Council’s standing safety position, affirmed on February 14, 2019 and restated in NCTCOG’s August 13, 2026 council presentation, reads: “Even one death on the transportation system is unacceptable. Staff will work with our partners to develop projects, programs, and policies that assist in eliminating serious injuries and fatalities across all modes of travel.”
What Happens Next Determines Whether The Framework Repeats
NCTCOG’s stated sequence is scope refinement with selected agencies, funding programming and TIP and STIP updates, then procurement and agreement development. Projects must also share performance data back to the region, a condition built into the framework’s eligibility rules.
No completion date has been set for the 2027 implementations. Because maintenance liability transfers to the cities on handover, the durability of this cycle will depend less on the grant than on whether ten separate signal shops sustain interoperable equipment they did not jointly specify.
