The IQ Road Rules platform will create a comprehensive digital representation of Philadelphia’s streets, sidewalks, and curbs. This digital twin should enable city officials to efficiently manage and communicate both temporary and permanent rule changes within various departments and to external stakeholders, including digital mapping services and fleet operators.
By adopting this technology, Philadelphia aims to improve safety for all road users—drivers, cyclists, and pedestrians—particularly through a pilot program in Center City. The platform offers several key features such as:
- Detailed Digital Mapping: Provides a building-face-to-building-face digital twin of the ROW, encompassing travel lanes, curbs, and sidewalks.
- Comprehensive Curb Rule Inventory: Includes a pre-loaded inventory of curb regulations for the entire city center.
- Curb Usage Insights: Delivers real-time and historical data on curb occupancy.
- Advanced Regulation Management Tools: Facilitates digital editing and coordination of ROW regulations.
- Standardized Communication: Utilizes the latest versions of the Curb Data Specification (CDS) and Mobility Data Specification (MDS) APIs for consistent digital communication of ROW rules.
This initiative builds upon ongoing city efforts, including the SmartCityPHL’s “Smart Loading Zones” pilot project launched in Fall 2022, which focuses on safe and efficient curb space solutions for delivery drivers.
Philadelphia joins other cities like Portland, San Francisco, and Minneapolis in deploying INRIX’s digital infrastructure management solutions as part of their SMART grant projects. Additionally, cities such as Nashville are using similar tools and pre-loaded parking data for daily curb management.
