Cosenza Deploys Digital Twin Platform For Urban Planning

Cosenza, a southern Italian city, has launched an Urban Planning Platform built on digital twin technology to transform territorial management through data-driven decision-making. Developed with NTT DATA, the system combines artificial intelligence and machine learning to analyze territorial and socio-demographic data for predictive urban planning.

Digital Twin Technology With 15-Minute City Analysis

The platform utilizes a digital twin paradigm integrated with AI and machine learning algorithms to simulate urban scenarios and assess service accessibility. The system processes multi-layered data including road networks, kindergartens, green spaces, commercial activities, and demographic information to generate analytical indicators for neighborhoods and districts.

A key feature measures proximity to the “15-minute city” model, evaluating how accessible essential services are within a 15-minute walk or bike ride. This analysis supports municipal administrators in planning service distribution to promote equity and improve quality of life across different city zones.

Multi-Domain Application Scope

The platform is designed to operate across the entire municipal territory and support policy decisions in several strategic areas:

  • Public transportation and urban mobility: Route optimization and service planning
  • Commercial activity analysis: Business distribution and economic patterns
  • Green space management: Park and environmental area monitoring
  • Demographic trends: Population distribution and movement patterns

The system should enable administrators to visualize current conditions and simulate potential future scenarios based on policy interventions, supporting evidence-based urban development strategies.
