The Bourgogne-Franche-Comté region has launched DataBFC – Territoires Intelligents et Durables, a three-year pilot program advancing smart public services and environmental sustainability through digital innovation. Backed by €2.3 million in state funding as part of the France 2030 “Smart and Sustainable Territories” initiative, the project is led by the Regional Council in partnership with ARNIA (Regional Agency for Digital and AI), technology firm Upciti, and the Banque des Territoires.
Seven urban and rural territories have been selected to deploy 320 privacy-respecting sensors that anonymously monitor data such as traffic flow, public lighting, and urban activity. The data feeds into a regional open-source platform, enabling municipalities to develop customized services and dashboards. Lure, one of the pilot cities, is also the first municipality under 10,000 residents in France to adopt the international DTPR (Digital Transparency in the Public Realm) standard, promoting transparency around data collection. With replicability and shared infrastructure at its core, DataBFC-TID aims to serve as a national and European model for responsible digital transformation in local governance.
