The commune of Aléria, a municipality of 2,267 residents in the Haute-Corse department of Corsica, closed its multi-year public lighting renovation programme by council resolution no. 2026-27 of 27 April 2026, which records actual expenditure of €793,236.52 against the €869,380.20 originally authorised, according to the commune’s register of council deliberations. The local newspaper Corse-Matin reported on 6 November 2026 that the programme converted 500 streetlights to LED to reduce the municipal electricity bill, a count that the council documents consulted for this article do not themselves state.

The Programme Was Opened In April 2024 With A Budget Of €869,380.20

The council created the multi-year spending authorisation for the renovation of its lighting stock on 15 April 2024, in deliberation no. 2024-16, and revised it later that year in deliberation no. 2024-63, both listed on the commune’s deliberations page. The authorised budget of €869,380.20 was made up of €822,160.20 for works and €47,220 for project-management assistance, according to the municipal financing records summarised by the political data service Pappers.

The commune had published a call for tenders for the renovation of its lighting stock on 2 February 2024, ahead of the April authorisation, on its public procurement notices page. The notice page gives only a title and a one-line description, and the contract documents, the contractor and the awarded value are not published there.

External Funding Totals €572,653.44

The records list three outside funders: €121,200 from the Corsican energy and environment agency Agence d’Urbanisme et d’Environnement and the Collectivity of Corsica, €289,278.44 from the French state, and €162,175 from the EDF Agir Plus offer for public lighting renovation. Together these come to €572,653.44, or 72.2% of the €793,236.52 actually spent and 65.9% of the authorised budget, which leaves the commune about €220,583 of its own funds if all three amounts were paid as recorded.

The state contribution is the largest single item, at 50.5% of the external funding. The funder amounts are taken from the approved financing plan, and the closing resolution would be the place to confirm whether each was paid in full.

A Delivery Timeline That Ran Behind The First Savings Forecast

The programme was reported as fully implemented by the end of 2025, with the accounts closed four months later in April 2026. A municipal notice dated 16 December 2024 and updated on 19 December 2024 described the first phase as the fault-finding on lamps and control cabinets, which ended when the new fixtures arrived, and said a second phase was planned for spring 2025.

The same notice projected a saving of 40% to 50% on the lighting bill and acknowledged temporary outages reported by residents during the works. The projection is the commune’s own estimate made during the works, and no measured consumption data has been published since the programme closed.

What 500 Luminaires Would Imply For Unit Cost

If the 500 streetlights reported by Corse-Matin are the full scope of the €793,236.52 programme, the all-in cost per luminaire is about €1,586, a figure that includes cabinets, controls, project management and any associated civil works rather than the fixture alone. That division is an editorial calculation and cannot be tied to a published bill of quantities..

Corsica as a whole has been through a similar cycle. The regional energy agency AUE Corse says on its website that public lighting has been renovated in 233 communes of the island as part of an application for an International Dark Sky Reserve label. Aléria’s programme therefore sits inside a regional drive in which the night sky label gives lighting quality, and not only the electricity bill, a place in the case for funding.
