The New York State Department of Transportation has selected Parsons Corporation to build and operate a new statewide traffic management software system under a $33 million contract announced July 20, 2026. The deal covers an enterprise-wide deployment of Parsons’ iNET intelligent transportation platform across NYSDOT’s 11 districts, plus design, development, integration, testing, and ongoing operations and maintenance. It also includes replacing central processing unit cards in more than 6,000 traffic signal controllers statewide, part of the agency’s broader push to centralize how it manages freeways and arterials under one system.
A Statewide Anchor Following Georgia And New Jersey Wins
The New York award is new work for Parsons rather than a renewal, and it adds a third statewide iNET deployment to the company’s portfolio alongside the Georgia Department of Transportation and the New Jersey Department of Transportation, both of which selected Parsons for comparable statewide advanced traffic management system work within the past year. It also builds on district-level advanced traffic management system projects Parsons had already delivered for NYSDOT before this contract.
What The iNET Platform Covers Across 11 Districts
Under the contract, Parsons will provide a fully integrated freeway and arterial advanced traffic management system spanning all 11 NYSDOT districts. The stated goal is to fold district-level operations into a single statewide view so control room staff can coordinate incident response and traffic signal timing across regional boundaries rather than managing each district in isolation. Parsons describes iNET as a modular platform that can run in the cloud or on premises and is designed to integrate with an agency’s existing systems rather than replace them outright.
Replacing Hardware In More Than 6,000 Signal Controllers
Beyond the software layer, the scope includes swapping central processing unit cards in over 6,000 traffic signal controllers across the state. That hardware refresh is a prerequisite for running a modern centralized system, since older controller cards typically lack the processing capacity or communication protocols needed to feed real-time data into a statewide platform.
Parsons’ Widening Transportation Technology Footprint
“The modernization of New York’s transportation systems management operations program reflects a forward-looking investment that will enhance agencies’ abilities to operate safer, smarter, and more resilient transportation networks for their citizens,” said Mark Fialkowski, president of Infrastructure North America at Parsons, in the company’s July 2026 announcement of the award. Parsons says its advanced traffic management and intelligent transportation systems have been deployed more than 100 times globally, connecting thousands of signals and field devices, and the company has positioned iNET as a recurring product line it can sell to multiple state agencies rather than a one-off custom build.
NYSDOT’s Broader TSMO Modernization Effort
The contract fits into NYSDOT’s longer-running Transportation Systems Management and Operations strategy, which has flagged the state’s patchwork of regional traffic management systems as a gap it wants to close with a more unified, enterprise-wide approach. A separate NYSDOT-linked research effort through NYU’s C2SMART transportation center has also been evaluating open-source alternatives for regional traffic management centers, underscoring that the state has been actively weighing its options for modernizing this software layer before settling on the Parsons contract.
