The Landkreis Hameln-Pyrmont, a district of about 150,500 residents in Lower Saxony, Germany, published a tender on 5 November 2026 through the central procurement office of the city of Hameln for a contractor to rebuild and extend its Urban Data Platform from 1 January 2027 to 30 June 2028, with bids due on 1 December 2026. The platform must be fully open source under at least the AGPL licence, hosted in Germany and aligned with DIN SPEC 91357, and the award weights platform build time at 20%, the price for the build at 40% and the price for operation at 40%.
Seven Use Cases On One Rebuilt Platform
The tender, numbered S-HAMELN-LK-2026-0050, builds on the original commissioning of the Urban Data Platform in 2024 and asks the contractor to recreate the existing infrastructure and then implement the described use cases during 2027 and the first half of 2028. These are a connection to the county app, management of LoRaWAN and NB-IoT sensor data, an open data portal based on CKAN, county GIS data, social monitoring, specialist controlling and health data.
The platform itself must provide user and role management, multi-tenancy, a data catalogue, and data management and data usage functions, and the contractor must run it according to ITIL processes covering incident, request, problem, access, event and service desk management. Training is required for the data trustee, the data quality manager, the administrator, the data engineer and the data providers.
Open Source And Security Requirements
The notice requires the platform source code to be published at the latest when the platform is provided, under a licence at least as strong as the AGPL, with data stored in encrypted form on infrastructure in Germany in an ISO 27001 certified data centre. The architecture must follow DIN SPEC 91357:2017-12, the Open Urban Platform reference architecture, together with the OASC MIMs, NGSI-LD and the CEF Building Block Context Broker, and metadata must follow DCAT-AP.de.
Interfaces must be documented with OpenAPI and support OpenID, OAuth2 and SAML authentication, authorisation must meet BSI TR-03187 protection level 1 and the BSI C5 cloud requirements, and the contractor must appoint an IT security officer. Accessibility must reach at least BITV 2.0, real-time data may carry a delay of no more than 50 milliseconds, backups run daily, and data must be exportable in a market-standard format.
Reference Thresholds Exclude Software-As-A-Service Bidders
Bidders must show a minimum of 3 published large open source projects and 5 small ones, documented on GitHub, GitLab or Open Code, along with proven experience in operating urban data platforms, open data, LoRaWAN infrastructure and Kubernetes on their own infrastructure, without software-as-a-service. Four reference projects are required, covering data platform implementation, data operating services, IoT device integration and platform operation, each completed within the last three years.
Bids are submitted only electronically through the AI Bietercockpit procurement platform, and paper, e-mail or fax bids are excluded. Side offers are not permitted, and a bidder must return a signed eligibility declaration, a signed declaration on open source requirements and a completed evaluation matrix covering the system overview, technical requirements, project and risk management, the cost plan, the eligibility matrix and reference contacts.
Operation Cost Carries The Same Weight As Build Cost
The award criteria give the price for the build 40% and the price for operation 40%, with the remaining 20% assigned to the implementation time of the platform build. Operation from July 2028 is not part of this tender, but each bidder must submit an indicative cost estimate for it, and the cost plan must include a further-development budget of €25,000 to prepare for that operating phase.
Execution starts five working days after contract award and ends on 30 June 2028, and the bid binding period ends on 18 January 2027. Delivery and acceptance take place at the Kreishaus at Süntelstraße 9 in Hameln, where the contract is concluded with the Landkreis represented by its Landrat.

Federal Smart Cities Programme Frames The Platform
The district is one of the model regions in the federal Modellprojekte Smart Cities programme, third funding round, selected in July 2021 under the motto “Gemeinsam aus der Krise: Raum für Zukunft”, according to the district’s 2023 strategy document. The document gives funding of up to €17.5 million for projects across the district, with 10% covered by the district’s own contribution, and an implementation phase running to the end of 2026 after a strategy phase of the first 1.5 years.
The district comprises eight municipalities, namely Aerzen, Bad Münder, Bad Pyrmont, Coppenbrügge, Emmerthal, Hameln, Hessisch Oldendorf and Salzhemmendorf. Hameln has about 57,200 residents and Bad Pyrmont about 19,500, per the same document’s 2022 figures.
The implementation phase of the federal programme ends in 2026 while the tendered contract begins on 1 January 2027. Bids close on 1 December 2026 and the 20% weight on build time will be measured against a platform that has to be running all seven use cases before the separately priced operation phase begins in July 2028.
