The Municipality of San Isidro, a district of roughly 290,000 residents north of Buenos Aires, has completed the replacement of its analog video surveillance estate with more than 2,600 high-definition cameras that classify people, vehicles and objects automatically and raise real-time alerts to a central monitoring room, running over about 300 kilometers of municipally owned fiber optic cable laid in roughly two years. The municipality confirmed completion on August 24, 2026, closing a programme announced in April 2025 with an investment of 15 billion Argentine pesos, or approximately 13 million US dollars at the exchange rates then prevailing. The operational objective is to move officers from continuous screen watching to alert triage, and to reuse the same network for traffic and mobility functions rather than security alone.
What The Analytics Layer Actually Detects
The new devices apply automatic classification of people, vehicles and objects, with configurable rules covering behaviour patterns, schedules and zones. Detections include crowd formation, unusual night-time circulation and motorcycles carrying two occupants, according to the mayor’s April 2026 accountability presentation.
Automatic license plate recognition and automated traffic and mobility alerts feed the same operator interface as live video. That consolidation is the functional difference from the previous estate, where plate reading, video and event handling sat in separate silos.
The camera mix includes 360-degree domes, fixed units and multi-sensor devices whose multiple lenses are stitched automatically so operators see one wide, correlated field rather than several disconnected views.
Why Analytics Forced A Full Rebuild Rather Than A Camera Swap
San Isidro inherited analog devices on unreliable links. Mayor Ramón Lanús told El Economista in January 2025 that connectivity to the monitoring centre was precarious and that adding technology to the old system knocked other cameras offline.
That is the practical ceiling on municipal AI video. Analytics need either sustained bitrate to the core or edge devices with processing headroom, and a bandwidth-starved legacy network delivers neither, which is why the district replaced transport, endpoints and management layer together.
The Fiber Backbone Is The Asset That Outlasts The Cameras
The 300 kilometers of dedicated municipal fiber is the least visible and most durable component. Owning the transport layer removes recurring carrier charges and the compression trade-offs that degrade the image quality analytics depend on.
It also relocates the upgrade constraint to the endpoints. Cameras and analytics engines can be replaced in later tenders without re-engineering the network, which is what allows the district to treat this as infrastructure rather than a procurement cycle.
What 15 Billion Pesos (€8.5M) Bought In Camera Density
The April 2025 announcement covered 2,100 new AI cameras and brought the district to 2,646 devices, roughly nine per 1,000 inhabitants. Deployment began in the La Cava neighbourhood of Beccar, where the municipality said equipment was still analog.
San Isidro’s estate sits an order of magnitude above a typical mid-sized European municipal rollout.
The Digital Ring Quadruples Plate Reading Coverage
A perimeter programme the district calls the anillo digital, or digital ring, covers highway access points and strategic intersections. Lanús said the plate-reading fleet would grow from 42 cameras to 170.
Edge-based plate recognition is consolidating across the sector on exactly this pattern, as seen when Axis Communications acquired Prague-based FF Group, whose recognition software runs on camera and feeds mainstream video management platforms.
Staffing Ratios Explain Why Alerting Matters More Than Camera Count
San Isidro fields 445 municipal patrol officers, of whom 145 work in monitoring. At current device counts that is roughly 18 cameras per monitoring officer, a ratio at which continuous human observation is not a coherent operating model.
Event-based alerting is the answer the architecture provides. The analytics decide what surfaces, and the staffing question shifts from how many screens can be watched to how many alerts can be actioned and how many of them are false.
The Crime Statistic Attached To This Project Deserves Care
Milestone’s announcement cites a 14 percent fall in crime indices over two years, attributing the figure to data published by La Nación rather than to its own measurement, and frames the platform as contributing rather than causing.
Isolating the camera effect is not possible from published material. Over the same period the district added 51 municipal patrol vehicles, coordinated 130 provincial police cars, and ran a citizen alert programme with 22,000 enrolled residents that generated 8,388 alerts and 120 arrests in 2025.
The Vendor Stack Behind The Build
Architecture and integration were handled by Exanet, an Olivos-based integrator that previously built the urban monitoring platform for neighbouring Vicente López. Cameras came from Hanwha Vision, and the management layer is XProtect from Milestone Systems, a Copenhagen company held within the Canon Group.
The open-platform choice matters mainly because it decouples software from hardware refresh. San Isidro can tender cameras and analytics separately in future rounds without replacing the layer its operators work in.
What The District Builds On Top Of This Next
Drones for coordinated aerial patrol are being linked directly into the centralized system, extending the analytics layer beyond fixed positions. The municipality has also declared intent to apply the network to heavy vehicle traffic management, urban mobility analysis and optimization of municipal services.
Immediate targets are a new Municipal Operations Centre integrating field dispatch with monitoring, and 2,910 cameras during 2026, roughly ten per 1,000 inhabitants. The district is separately lobbying the Buenos Aires provincial legislature for authority to create its own municipal police force, which would change who consumes the alerts the platform generates.
