Granada City Council Wins 2.6 Million Euros To Apply AI To Mobility, Energy And Water Services

Granada City Council announced on 23 August 2026 that it has been awarded 2,624,000 euros by Spain’s Ministry for Digital Transformation and the Civil Service, channelled through the public entity Red.es, to fund artificial intelligence and data use cases across municipal services. The money goes to iQuantum, the urban AI demonstration centre under construction in the Los Pajaritos district, and targets mobility, energy efficiency, water management, environmental sustainability and the digitalisation of public administration in a city of roughly 233,000 residents. The council adds a 15 percent co-financing share.

The Service Domains The Grant Is Aimed At

The council lists mobility, sustainability, energy efficiency, digitalisation of the administration and management of public resources as the target areas, with earlier project documentation adding water management, health, education and smart building operation.

The organising principle is a live testbed rather than a lab. Companies, universities, research centres and administrations are meant to develop, test and validate solutions in real urban conditions, with the surrounding Los Pajaritos district functioning as the trial ground through the linked eCityGranada project.

The building itself is a use case. iQuantum is designed to run on real-time data and AI to optimise its own energy consumption, anticipate faults and manage maintenance, and it will host Building Data Space, the European data space for smart buildings.

Several Use Cases Are Already Running In The Street

Granada has been deploying AI in municipal services ahead of the centre opening, which gives the funded work a data pipeline rather than a standing start.

The clearest example is CityEye, built by Innovasur under a public-private agreement signed in November 2023. LiDAR sensors, high-precision GPS and edge processing mounted on a municipal vehicle produce an automated inventory of street furniture and detect road defects while the car patrols, pushing incidents over mobile connectivity to the municipal management platform for prioritization.

The council has also installed AI-assisted traffic signal control at congested junctions, and municipal water utility Emasagra applies analytics to leak detection. Waste concessionaire Inagra uses algorithmic route reorganization for collection.

The Funding Terms Match A Competitive National Round, Not A Direct Award

The council did not name the specific call, but the parameters align with RedCyTI Smart Economy, the Red.es programme whose regulatory order appeared in the Official State Gazette on 30 December 2025.

That call carries 89 million euros from Red.es own funds and the European Regional Development Fund, covers between 40 and 85 percent of each selected initiative depending on the applicant’s region, and requires total project budgets of between 1.5 and 6 million euros. Andalusia sits at the upper co-financing band, consistent with Granada’s 15 percent share.

Applied to that structure, an 85 percent grant of 2,624,000 euros implies a total project cost near 3.1 million euros. The council has not published a full budget breakdown or an execution timetable.

A Mechanism Where Red.es Tenders And Executes On The City’s Behalf

RedCyTI awards are aid in kind rather than cash transfers. Red.es procures and delivers the selected initiatives itself, with beneficiaries contributing their co-financing share into the process.

For municipal technology teams this shifts procurement risk and schedule control toward the national agency. It also means the eventual supplier list for Granada’s use cases will be set through Red.es tendering rather than by City Hall directly.

Competition For The Round Was Oversubscribed By 62 Percent

Red.es closed applications on 31 March 2026 and reported 59 submissions from municipalities, provincial councils and single-province autonomous communities, together worth more than 145 million euros against the 89 million available. Applications came from roughly 85 percent of Spain’s autonomous communities.

The Grant Lands On A Building Still Under Construction

iQuantum is being installed in the former Automovilismo warehouse near Andaluces station, a mixed-use conversion that also retains space for the neighbourhood residents’ association. The design came from an architecture ideas competition run with the Granada College of Architects, published in the provincial official bulletin in May 2024.

The council approved an initial credit modification of 500,000 euros for the building works in July 2025, and the foundation stone was laid on 29 January 2026, with a refurbishment period of about three months announced at the time. The Red.es award is aimed at the technology layer rather than the shell.

Vendor Backing Is Structured As Sponsorship Rather Than Contracts

iQuantum has assembled corporate sponsors on multi-year commitments rather than conventional supply contracts, a model used to fund the centre’s activity programme since 2024. Named backers include T-Systems, Orange, Endesa, Cetaqua, Cívica, Gecor, Innovasur, GPU Solutions, Nvidia, Lenovo and Debos.

Institutional partners include the Spanish Network of Smart Cities, the Spanish Federation of Municipalities and Provinces, the Granada Chamber of Commerce, AMETIC, the AI R&D Foundation and the Catalan technology centre Eurecat, which signed a strategic agreement covering pilots and proofs of concept. The Corporación Tecnológica de Andalucía signed a general protocol in May 2026 covering joint projects and technology transfer.

Regional And National AI Institutions Are Concentrating In The Same City

Councillor for Innovation Vito Epíscopo pointed to work with the AI R&D Granada Foundation and the Andalusian Artificial Intelligence Agency. The Andalusian regional government is also establishing its Andalusian Artificial Intelligence Centre in Granada, including a two million euro quantum computing contract involving IBM and Ayesa, with emulation capacity on the Hércules supercomputer.

“The award of this grant represents recognition of the work we are carrying out to turn Granada into a city capable of leading innovation from the local level and of harnessing the enormous potential that artificial intelligence represents for improving public services and generating new opportunities,” said Vito Epíscopo, Councillor for Innovation, Smart City, Digitalisation, Human Resources and Organisation at Granada City Council, in the council’s statement of 23 August 2026, translated from Spanish.

Benchmarks Granada Is Being Measured Against

Since the National Smart Cities Plan was approved in 2015, Spain has run five earlier calls in this family, committing more than 200 million euros to 59 initiatives covering 25 cities, 24 tourist destinations, seven buildings and three islands. Granada was a beneficiary of two earlier rounds through Granada Human Smart City, an accessibility project in the Albaicín.

Internationally, Granada is a finalist in the Seoul Smart City Prize 2026 run by the Seoul Metropolitan Government and WeGO, competing alongside Madrid, Los Angeles and Paris, with the result due on 6 October during Smart Life Week. The city entered in the Tech-InnovaCity category with iQuantum as its lead project.

On labour market indicators, the council cites the COTEC Foundation’s Spanish technology employment map, which it says shows Granada recording the highest percentage growth in ICT employment among Spanish cities above 200,000 inhabitants, with sector jobs doubling over the past decade.
