The Toronto Transit Commission began a nine month camera enforcement pilot on July 20, 2026, installing AI assisted video systems on four streetcars to record vehicles that illegally pass open doors while passengers board or exit. The pilot runs on five mixed traffic routes, including 501 Queen, 504 King, 505 Dundas, 506 Carlton and 511 Bathurst, and will not issue tickets during the testing period. The roughly $460,000 contract was awarded to Gatekeeper Systems, a British Columbia based provider of video and data solutions for transit, and covers development, installation and nine months of data collection. TTC data shows 141 people were struck by vehicles while boarding or exiting streetcars between 2014 and 2024, the safety problem the pilot is meant to address.
The Scale Of The Underlying Safety Problem
Passing an open streetcar door while a curbside stop is being serviced is illegal under Ontario’s Highway Traffic Act, covering cars, cyclists, e-bike riders and scooter users alike. The offence carries a fine of up to $183.25 and three demerit points, though no penalties will be applied to violations detected during the pilot. TTC figures cited by CP24 put the count of people hit while boarding or exiting streetcars at 141 between 2014 and 2025. TTC officials have said operators and riders report near misses and outright violations on a near daily basis.
How The Gatekeeper System Works
Each equipped streetcar carries cameras mounted on the boarding side of the vehicle, capturing the traffic lane immediately beside the doors. The system uses AI assisted video analytics to detect potential violations and capture license plate information automatically, rather than relying on an operator or a separate enforcement officer. According to Gatekeeper’s announcement of the contract award, the Automated Streetcar Enforcement System is built for incident detection, license plate capture and automated ticket processing, though ticketing is switched off for the current phase. Gatekeeper CEO Doug Dyment said the technology was tailored specifically to TTC’s operating needs, according to CBC News.
Regulatory Path That Enabled The Pilot
TTC’s board first pushed the province for legislative changes to permit camera based enforcement in 2017, following a 2019 motion after a pedestrian was struck by a truck while exiting a streetcar. The province introduced the Moving Ontarians More Safely Act, which amended the Highway Traffic Act to allow photo evidence for automated ticketing of drivers who illegally pass streetcars. Those amendments took effect on July 1, 2022, four years before the first cameras were actually installed on vehicles.
What Happens After The Nine Month Trial
Once the pilot concludes, TTC is expected to evaluate detection accuracy and reliability before deciding whether to pursue full automated ticketing. Any expansion would require further coordination with the City of Toronto and the province on license plate data sharing and ticket administration. The current deployment covers only four of TTC’s more than 260 streetcars, so a citywide rollout would represent a substantially larger investment than the initial pilot contract.

Toronto’s rollout follows a broader pattern of transit agencies turning to AI powered video for enforcement tasks that were previously difficult to police manually. Kurrant reported that Philadelphia’s SEPTA began equipping trolleys with dual camera systems in March 2026 to detect illegal parking in trolley lanes, using a similar two stage detection and evidence capture workflow. In California, Hayden AI cameras deployed across Alameda Contra Costa Transit lines replaced an older manual enforcement system and drove citations from 22 to 787 during a six week comparison period. These parallel deployments suggest transit operators increasingly see computer vision as a general purpose enforcement tool rather than a one off application, a trend Gatekeeper’s TTC contract fits squarely within.
